Adjusts the definition of "Average Student Enrollment" (ASE) for fiscal years 2022 through 2024 to account for COVID-19 pandemic impacts by using the greater of 2020-2021 or 2019-2020 school year enrollment in ASE calculations.

Allows school districts to use prior year enrollment figures (2019-2020) if enrollment declined in 2020-2021, protecting funding levels during pandemic-related attendance disruptions.

Applies the adjusted ASE definition to the Evidence-Based Funding formula calculations under Section 18-8.15 of the School Code for three fiscal years (2022-2024).
