Replaces "family life - sex education" terminology throughout the School Code with "comprehensive personal health and safety education" for grades K-5 and "comprehensive sexual health education" for grades 6-12, requiring curriculum to be age-appropriate, medically accurate, culturally inclusive, and aligned with National Sex Education Standards

Mandates that course material cover consent, healthy relationships, anatomy, puberty, gender identity and expression, sexual orientation, HIV/STI prevention (including PrEP and PeP), interpersonal violence, and information about local confidential services for students

Requires the State Board of Education to develop learning standards by August 1, 2022, make resource materials available on its website, and collect annual data from districts on whether instruction is provided, who provides it, and how many students participate or opt out

Allows parents or guardians to opt students out of the instruction through written request without any academic penalty or disciplinary action, while prohibiting districts from requiring active parental consent for participation

Requires school personnel in Chicago Public Schools (Article 34) to be trained on HIV-related matters, updating terminology from "AIDS" to "HIV" and mandating rather than permitting such training for counselors, nurses, teachers, and social workers
