Expands eligibility for Freedom Schools grant program from "Black students" to "historically disadvantaged students, including African American students and other students of color" in grades pre-K through 12

Requires school districts by the 2023-2024 school year to automatically enroll students who meet or exceed state standards on assessments into the next most rigorous level of advanced coursework in the corresponding subject area

Mandates that students entering grade 12 who qualify for automatic enrollment must be placed in dual credit, Advanced Placement, or International Baccalaureate courses in English language arts or mathematics

Modifies the Inclusive American History Commission membership to change "a statewide organization" to "an organization" for the representative of south suburban school districts

Advances the effective date for extended early intervention services from July 1, 2022 to January 1, 2022, allowing children with birthdays between May 1 and August 31 who are transitioning from early intervention to special education services to continue receiving early intervention until the start of the school year
