Amends Illinois Election Code Section 25-6 to require legislative and representative committees filling General Assembly vacancies to provide public notice of vacancies and the replacement process via website, social media, and contact information

Requires committees to give public notice of impending votes to fill vacancies at least 6 days in advance, or at least 2 days during May and June when General Assembly is in session

Mandates that all committee meetings to fill General Assembly vacancies be open to the public and recorded and broadcast electronically

Requires the Governor, when filling vacancies by appointment, to comply with public notice and meeting transparency requirements to the extent practicable

Maintains existing provisions for vacancy appointment procedures within 30 days, voting weights for committee members, and term length rules for appointed senators
