Establishes a certified remote accessible vote by mail system for voters with print disabilities (blindness, low vision, physical dexterity limitations, learning or cognitive disabilities) beginning with the November 8, 2022 General Election and all subsequent elections.

Allows voters with print disabilities to receive and mark vote by mail ballots either through the State Board of Elections' system or an election authority's certified system using assistive technology to privately and independently mark, verify, and print ballots.

Requires election authorities to electronically transmit ballots to voters with print disabilities within two business days of receiving applications, with ballots then printed by voters and returned by mail as provided in existing law.

Mandates the State Board of Elections adopt rules establishing certification standards for remote accessible vote by mail systems and methods for voters with print disabilities to request and apply for accessible ballots.

Modifies vote by mail application forms to include attestations specific to print disabilities and clarifies that electronically transmitted ballots must include the same instructions and materials as traditionally mailed ballots.
