Amends the State Parks Designation Act to add definitions and purposes for State Parks, State Fish and Wildlife Areas (SFWAs), State Natural Areas (SNAs), and State Recreational Areas (SRAs).

Removes 9 state parks from the official designation list and reclassifies them as State Recreation Areas: Dixon State Park, Eldon Hazlet State Park, Fort Creve Coeur State Park, Funk's Grove State Park, Goose Lake Prairie State Park, Johnson Sauk Trail State Park, Kickapoo State Park, Railsplitter State Park, South Shore State Park, and Wayne Fitzgerrell State Park.

Creates a new category of State Habitat Areas (SHAs) with 45 designated areas across Illinois counties for managing and protecting specific species, habitats, and natural communities.

Redesignates multiple Conservation Areas as SFWAs and removes obsolete designations from the statute for cleaner organization of fish and wildlife management areas.

Amends the Historic Preservation Act to reclassify Lewis and Clark from a State Memorial to a State Historic Site and adds World War II Veterans Memorial as a new State Memorial.
