Increases the Broadband Advisory Council from 21 to 25 voting members by adding four new seats for representatives of underrepresented and ethnically diverse communities (African-American/Black, Hispanic/Latino, Asian-American/Pacific Islander, and other ethnically diverse individuals)

Changes the quorum requirement from 7 to 9 voting members needed to conduct Council business

Council members appointed by the Governor for the seven broadband provider seats and four new diversity seats serve 3-year terms

All voting and non-voting members must be appointed within 90 days of the effective date of the Act

Department of Commerce and Economic Opportunity continues to house the Council and provide administrative, personnel, and technical support
