Creates the Illinois Forensic Science Commission within the Illinois State Police to provide guidance on forensic services, coordinate between stakeholders, and review compliance with sound forensic science practices.

Commission membership includes the State Police Director, one director from each publicly funded forensic laboratory, prosecutors and defense attorneys with relevant experience, three forensic scientists, a retired judge, an academic specialist, and community representatives, all appointed by the Governor with Senate confirmation for 4-year terms.

Requires all State and local publicly funded forensic laboratories to annually report significant non-conformities to the Commission, detailing how deficiencies were detected, their nature and extent, corrective actions implemented, and effectiveness of those actions.

Mandates that State's Attorneys promptly notify forensic laboratories upon disposition, withdrawal, or dismissal of criminal charges to manage caseloads and evidence storage.

Establishes an electronic, web-based sexual assault evidence tracking system administered by the Department of State Police that allows victims and stakeholders to monitor evidence status in real-time, with specific minimum tracking fields and security requirements.
