Creates the Access and Functional Needs Advisory Committee within the Illinois Emergency Management Agency to address the needs of persons with disabilities before, during, and after disasters

Committee membership includes 5 state agency representatives (IEMA, Attorney General, Human Services, Aging, Public Health) plus 15 Governor-appointed members: 2 from local emergency agencies, 9 from the disability community representing various disabilities, and 4 first responders from different regions

Requires the committee to meet at least 6 times per year and submit annual reports to the General Assembly, Governor's Office, and IEMA beginning July 1, 2022, with recommendations on emergency plans, training, and communication accessibility

Governor-appointed members serve staggered terms (initial terms of 2 or 4 years, then 4-year terms thereafter) without compensation, with the chairperson elected annually from disability community representatives

Advisory Committee is set to dissolve on January 1, 2032
