Removes the Board of the Illinois State Museum's authority to fix salaries and approve appointments of administrative, scientific, and technical staff.

Eliminates subsection (c) which required Board approval for staff appointments and salary changes at the Illinois State Museum.

Modifies the Illinois Conservation Foundation Board appointment structure to include one two-year term and one three-year term for each legislative appointing official, with the Governor receiving four four-year term appointments.

Maintains the Board of the Illinois State Museum's advisory role to the Director regarding museum maintenance and extension, museum director recommendations, and budget review and approval.
