Adds Article 28A to the Township Code establishing the discontinuance and abolition of Centreville Township in St. Clair County upon the effective date of the 102nd General Assembly.

Transfers all rights, powers, duties, assets, property, liabilities, obligations, and responsibilities of Centreville Township to the City of Cahokia Heights, including the authority to levy property taxes for township purposes.

Terminates all terms of office for elected and appointed officers of Centreville Township and discontinues all township offices.

Requires Cahokia Heights to exercise all duties and responsibilities of township officers under the Township Code, Illinois Public Aid Code, Property Tax Code, and Illinois Highway Code.

Transfers township records to the city clerk's office of Cahokia Heights and authorizes Cahokia Heights to close unfinished township business and dispose of township property for the benefit of Cahokia Heights inhabitants.
