Renames the "Illinois Indian American Advisory Council" to the "Illinois South Asian American Advisory Council" throughout the Act.

Expands the definition of "South Asian" to include persons descended from any countries of the South Asian subcontinent, removing previous restrictions that excluded Muslim-majority countries and expanding beyond India, Bhutan, Nepal, and Sri Lanka.

Adds diversity requirements for Council appointments to include consideration of faith, sexual orientation, language, and country of origin in addition to existing factors like race, ethnicity, age, gender, and geography.

Requires the Council to meet at least once per calendar quarter and permits up to 2 public hearings annually to develop policy recommendations for the Governor and General Assembly.

Maintains the Council structure with 21 voting members appointed by the Governor and legislative leaders, plus ex officio nonvoting members from various state agencies, and requires semi-annual reports on policy recommendations by June 30th and December 31st each year.
