IL SB1015

Amends the Election Code to establish vacancy-filling procedures for elected county offices in counties with county executive form of government, with different rules for Champaign County versus other counties operating under Division 2-5 of the Counties Code.

Grants county executives (or county board speakers/chairs in specified circumstances) authority to fill vacancies in elected county offices within 60 days, with advice and consent of the county board, after notifying political party committees within 3 days of the vacancy.

Establishes new definitions and clarifies that "county board speaker" or "chair" refers to the county board member elected by the board to serve as lead representative, with powers limited to those in Division 2-5 of the Counties Code and specific statutes.

Adds new provisions regarding county board meetings, including requirements for regular meetings in June and September, procedures for special meetings, election of a 2-year speaker term, quorum requirements, omnibus voting procedures, and public attendance rights.

Grants county executives expanded powers including authority to hire subordinate staff, remove or suspend appointed department heads, control internal office operations, and appoint legal counsel, while clarifying that certain provisions apply only to counties that adopted the executive form of government before a specified effective date.
