IL SB1016

Amends the Water Commission Act of 1985 to add residency requirements for water commission commissioners appointed on or after the effective date of this act.

Requires the chairperson of a water commission to be a resident of the home county.

Adds two new commissioner positions for "territorial municipalities" (municipalities outside the home county but receiving water from the commission): one appointed by the county board chairperson and one appointed by majority vote of territorial municipality mayors.

Specifies initial terms of 3 years for the county board-appointed territorial commissioner and 6 years for the mayor-appointed territorial commissioner.

Requires commissioners appointed under the new territorial municipality provisions to be residents of a territorial municipality rather than the home county.
