Amends the Environmental Protection Act to establish comprehensive state regulation of coal combustion residual (CCR) surface impoundments, requiring permits for construction, operation, modification, and closure.

Prohibits discharge of contaminants from CCR surface impoundments that violate state standards or regulations, and prohibits placement of CCR on land in violation of this section.

Requires owners and operators (except state agencies, local governments, and nonprofit cooperatives) to post performance bonds or other security for closure, post-closure care, and remediation, with post-closure care calculated for a 30-year period.

Mandates the Illinois Pollution Control Board adopt rules within one year establishing permit requirements, design standards, reporting, financial assurance, and closure requirements that are at least as protective as federal EPA regulations in 40 CFR 257 Subpart D.

Establishes initial and annual fees paid to the Agency ($50,000-$75,000 initial; $15,000-$25,000 annually depending on closure status) and creates the Coal Combustion Residual Surface Impoundment Financial Assurance Fund to receive forfeited bonds for site remediation.
