Establishes definition of "general construction or demolition debris recovery facility" as a site that stores or treats exclusively general construction or demolition debris through sorting, separating, or transferring for recycling, reclamation, or reuse.

Requires general construction or demolition debris recovery facilities to ensure at least 40% of total debris received on a rolling 12-month average basis is recyclable, with mandatory sorting within 48 hours and off-site transport within 72 hours.

Mandates facilities employ best management practices to identify and remove drywall and other gypsum-containing wallboard prior to mechanical processing, and maintain detailed recordkeeping and quarterly reporting to the Agency.

Permits general construction or demolition debris recovery facilities to pay reduced local fees and surcharges of 50% of standard rates, and exempts them from certain state fee requirements.

Requires the Agency to adopt permitting rules for general construction or demolition debris recovery facilities within two years, with facilities requiring permits beginning one year after rules are adopted.
