Creates the Illinois Regional Generation Reliability Task Force to monitor reliability of the Illinois power grid and assess how state policies affect regional power generation and transmission systems operated by PJM and MISO.

Task Force shall identify policies affecting grid reliability, develop performance standards, compile best practices from other states, assess impacts of proposed policies on consumers and businesses, and provide annual recommendations to the General Assembly starting February 1, 2023.

Task Force membership includes 21 members: state legislators (10), Governor's energy policy appointee, labor representatives (2), PJM and MISO representatives with their independent market monitors (4), six power generation company representatives, business and environmental organization representatives (7), and directors of Illinois Power Agency, Environmental Protection Agency, and Illinois Commerce Commission.

Task Force shall meet at least 7 times annually, with members serving without compensation; Illinois Commerce Commission provides administrative support in conjunction with MISO and PJM Independent Market Monitors.
