Amends the Health Care Right of Conscience Act to add Section 13.5 clarifying that COVID-19 prevention measures do not violate the Act

Allows any person, public official, agency, corporation, institution, or employer to impose requirements intended to prevent COVID-19 contraction or transmission without violating conscience protections

Permits enforcement of COVID-19 prevention measures, including those involving services by physicians or health care personnel

Declares this as existing law rather than new enactment, making it applicable to all legal actions commenced or pending as of the effective date

Preserves any rights or remedies available under federal law
