Amends the Recreational Trails of Illinois Act to define "large non-highway vehicle" as a motorized off-highway device between 64-75 inches wide, weighing 3,500 pounds or less, with 4+ non-highway tires and non-straddle seating.

Excludes large non-highway vehicles from the definition of "off-highway vehicle" under the Recreational Trails Act, preventing them from obtaining off-highway vehicle trails public access stickers or operating on designated lands and waters.

Modifies the Illinois Vehicle Code definition of "recreational off-highway vehicle" to increase weight limits for electric-powered engines from 2,000 to 3,000 pounds while maintaining 2,000-pound limit for gas-powered engines.
