The Illinois Vehicle Code is amended to require the Agency to submit a written report to the General Assembly by October 1, 2022 containing a plan to replace the dismantled official inspection stations in Chicago.

The plan must include either a pilot program or permanent replacement program with proposed locations within Chicago, information on programs in other states, and a target date for full operation of all stations.

The Agency must issue a request for proposals by January 1, 2023 and provide a detailed timeline including procurement of services, technology, equipment, and specification of whether replacement stations will use permanent self-service kiosks or other services.

The plan shall include the Agency's strategy for informing the public about the location and hours of operation of new inspection stations and conducting an informational campaign.

Any contracts resulting from this plan must adhere to state procurement requirements and the State shall consider contracting with minority-owned businesses as defined in the Business Enterprise for Minorities, Women, and Persons with Disabilities Act.
