SB1305 Summary

• Amends School Code Section 19-1 to add subsection (p-180) authorizing Iroquois County Community Unit School District 9 to issue up to $17,125,000 in bonds exempt from statutory debt limitations for building a new school in Watseka and renovating existing facilities, contingent on voter approval at an election on or after April 6, 2021.

• Adds subsection (p-185) authorizing Field Community Consolidated School District 3 to issue up to $2,600,000 in bonds exempt from statutory debt limitations for alterations, repairs, renovations, and equipment of existing facilities, requiring voter approval at an election on or after April 6, 2021.

• Amends School Construction Law Section 5-40 to modify the green building certification waiver criteria by changing county population requirements (from 33,000-34,000 to 38,000-39,000), reducing student enrollment caps (from 1,100 to 500 students and from 700 to 150 students per facility), and updating facility condition requirements (from "condemned as of July 23, 2012" to "in use as of August 2019").

• Establishes that bonds issued under the new subsections (p-180) and (p-185) must mature within 25 years and cannot be considered indebtedness for statutory debt limitation purposes.
