Hospitals in counties with fewer than 3,000,000 inhabitants may apply to operate multiple locations within the county under a single license.

Hospitals in counties with fewer than 125,000 inhabitants may additionally operate facilities in contiguous counties with fewer than 35,000 inhabitants under a single license.

Multi-location hospitals must share a single board of directors, single medical staff with unified bylaws, and a single chief executive officer.

Each geographically separate facility must individually comply with emergency services licensing requirements.

The Department may waive other licensing requirements for specific buildings if the hospital submits a comprehensive plan documenting services coordination and poses no risk to public health or safety.
