Extends the "single prime" design-bid-build procurement method for building construction projects exceeding $250,000 from January 1, 2022 to January 1, 2032, allowing the Capital Development Board and public institutions of higher education to procure 2 or more work subdivisions under a single contract.

Establishes separate requirements for Capital Development Board single prime projects through December 31, 2026, limiting use to projects valued at $5,000,000 or less and restricting usage to no more than 50% of projects bid annually, with limits on project cost thresholds thereafter.

Creates new provisions for public institutions of higher education to use single prime delivery for building construction contracts exceeding $250,000, requiring written notice to the Procurement Policy Board, prequalification of successful bidders, identification of subcontractors, and annual reporting to the Governor, General Assembly, Procurement Policy Board, and Auditor General.

Limits public institutions of higher education to aggregate single prime contract awards of $100,000,000 annually (or $300,000,000 for University of Illinois), with projects valued at $20,000,000 or less restricted to 50% of annually bid projects.

Amends the Design-Build Procurement Act to include public institutions of higher education as "State construction agencies" eligible to use design-build delivery methods, effective December 15, 2021.
