Exempts health care facilities maintained or operated by the Department of Veterans' Affairs and funded through General Assembly appropriations from most requirements of the Illinois Health Facilities Planning Act, except when discontinuing facilities or services.

Requires the Department of Veterans' Affairs to notify the Board in writing of any appropriated construction, modification, or service changes, including estimated capacity, location, opening date, and licensing information.

Extends the repeal date of the Quincy Veterans' Home Rehabilitation and Rebuilding Act exemption from the Illinois Procurement Code from 3 years to 5 years after becoming law.

Ensures that contracts executed under the Quincy Veterans' Home Rehabilitation and Rebuilding Act prior to repeal remain valid and enforceable after the Act's repeal.

Takes effect immediately upon becoming law.
