Amends the Emergency Medical Services (EMS) Systems Act to allow limited EMS System participation by alternative health care facilities specifically for mental health care

Eligible alternative mental health facilities include those owned/operated by licensed hospitals, mental health facilities licensed under state law, or Certified Comprehensive Community Mental Health Centers under 59 Ill. Adm. Code 132

Requires the Department of Public Health to adopt rules specifying which types of licensed alternative health care facilities may participate in EMS Systems and defining the limitations of their participation

EMS System providers and participating alternative health care facilities must comply with all Department administrative rules implementing these provisions

EMS providers transporting patients to these alternative mental health facilities will be reimbursed by the Department of Healthcare and Family Services under Section 5-4.2 of the Illinois Public Aid Code
