Maintains requirements for licensed dealers and scrap processors to issue Uniform Invoices when disposing of essential parts (excluding quarter panels and transmissions), including specific vehicle identification information and signatures.

Establishes procedures for inspecting essential parts upon delivery to verify identification numbers have not been removed, falsified, or tampered with, with violations constituting Class 2 felonies.

Allows 7-day window for acquiring missing information from dealers via telephone before returning parts, and requires immediate notation of tampered identification on invoices with assignment of inventory numbers.
