Repeals language requiring salvage certificates to follow dealer reassignment provisions under Section 3-113(a) of the Illinois Vehicle Code, except as provided in Section 3-117.2.

Allows salvage certificates to be assigned to one additional person who is authorized to receive a salvage certificate, rather than permitting multiple reassignments by dealers.

Requires the Secretary of State to verify all salvage certificate applications through the National Motor Vehicle Title Information System (NMVTIS) to obtain a vehicle history report before issuing the certificate.

Maintains existing rules that salvage certificates may be assigned to rebuilders, automotive parts recyclers, scrap processors, out-of-state salvage vehicle buyers, and municipal fire departments for police-impounded vehicles.
