IL SB1550

Amends the Unified Code of Corrections (730 ILCS 5/3-4-1) to require each Department of Corrections facility to have at least one telephone available for every 10 inmates in the facility.

Maintains existing provisions that the Department of Central Management Services contract with vendors offering the lowest per-minute rate not exceeding 7 cents for inmate calling services (debit, prepaid, and collect calls).

Requires inmate calling service contracts to include international calling at rates not exceeding 23 cents per minute, with no additional fees or surcharges beyond the per-minute rate.

Creates the Department of Corrections Reimbursement and Education Fund to consolidate reimbursements from inmate incarceration expenses, workers' compensation, and inmate telephone system commissions.
