Expands the Illinois Human Rights Act to prohibit discrimination based on arrest records in real estate transactions and loan modification services.

Creates new civil rights violations for third-party loan modification service providers who discriminate based on unlawful discrimination, familial status, or arrest records.

Adds new retaliation protections under Article 3 (housing) that mirror existing protections in employment and public accommodations, including protection for those opposing discrimination based on arrest records or familial status.

Establishes separate procedural rules for Article 3 housing violations through new Section 6-101.5, with procedures specified in Article 7B.

Requires higher education institutions to post sexual harassment policies and information on campus and in online registration systems, with annual distribution and acknowledgment requirements.
