SB1599 - Human Trafficking Task Force Act

• Creates a Human Trafficking Task Force consisting of 12 legislators (6 from House, 6 from Senate, split between majority and minority leadership) plus 2 representatives from Cook County and Central Illinois Human Trafficking Task Forces, with four state agency directors serving as ex officio members.

• Task Force must conduct a comprehensive study on human trafficking in Illinois and hold hearings to develop a state plan addressing prevention, victim protection, data sharing, public awareness, and law enforcement training.

• Requires Task Force to specifically review disparities in missing persons cases, including racial differences in clearance rates, implicit bias in investigations, and factors contributing to different outcomes for Black women and girls compared to white missing persons.

• Mandates an annual report to the General Assembly and Governor detailing findings, recommendations, and best practices for addressing human trafficking by June 30, 2024.

• Task Force is abolished and the Act repeals on July 1, 2024.
