IL SB1615

Amends the Department of Commerce and Economic Opportunity Law to establish the Coronavirus Business Interruption Grant Program (BIG Program) to provide financial assistance to businesses affected by COVID-19 closures and interruptions.

Requires 25% of all federal COVID-19 relief funds received by the State on or after March 1, 2021 to be allocated to the BIG Program.

Allocates up to $60,000,000 from BIG Program appropriations to repay or convert eligible loans made under the Department's Emergency Loan Fund Program.

Requires a minimum of 50% of BIG Program funds to support critical services businesses including child care, day care, and early childhood education providers, and a minimum of 30% for businesses in ZIP codes most impacted by COVID-19.

Authorizes the Department to establish administrative procedures, rules, and regulations for the grant program and to coordinate with the Department of Human Services regarding child care provider assistance.
