Lowers the age threshold for certain child care program exemptions from 3 years old to 2 years old under the Child Care Act of 1969

Expands which programs are excluded from the "day care center" definition and its licensing requirements to include those serving children as young as 2 (instead of 3)

Affects programs operated by public/private schools, institutions of higher learning, State Board of Education-recognized programs, accredited schools, and programs serving children with disabilities

Also applies to religious education programs operated by churches as components of nonprofit elementary schools that receive no governmental aid

Maintains the interpretation that "children who shall have attained the age of 2 years" means children who are 3 years of age but less than 4 years at enrollment
