Board of Higher Education shall create an online statewide direct admissions program modeled after Idaho's Direct Admissions initiative to increase postsecondary enrollment opportunities for high school seniors.

Students at or above the Board-established benchmark grade point average and college entrance examination score shall receive conditional admission to one of seven named public universities (University of Illinois, Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Northern Illinois University, Western Illinois University) or any other public university established by the General Assembly.

Students who do not meet the benchmark criteria shall receive conditional admission to the public community college located in their district.

Students and families shall receive notification of conditional acceptance and must submit a direct admissions application to their chosen institution; students shall not be required to pay application fees, with any fees credited to their first tuition statement.

The Board shall receive high school student grades from school district uploads to the State Board of Education and shall adopt rules necessary to implement the program, effective January 1, 2023.
