Adds Section 22-90 to the Illinois School Code establishing a gift ban for school guidance counselors employed in high schools.

Prohibits guidance counselors from accepting gifts from "prohibited sources," defined as employees of higher education institutions, their agents, spouses, or immediate family members living with them.

Exempts gifts including those from relatives, items available to the general public, gifts paid for at market value, personal friendship gifts, bequests, promotional materials, and cumulative gifts under $100 per year from prohibited sources.

Requires guidance counselors who receive prohibited gifts to promptly return them or donate an equal value to a Section 501(c)(3) charity to avoid violation.

Establishes criminal penalties of a business offense with fines between $1,001 and $5,000 for intentional violations by either guidance counselors or prohibited sources.
