Allows owners of trailers with gross weight of 3,000 pounds or less to obtain permanent registration plates for a one-time fee of $118, beginning with the 2023 registration year.

Exempts owners with permanent trailer plates from paying annual flat weight tax and registration fees under Sections 3-819 and 3-813.

Reduces the annual flat weight tax for trailers with gross weight of 3,000 pounds or less from $118 to $18 for those who do not obtain permanent plates.

Clarifies that the fee allocation rule for trailer taxes (depositing $1 to Secretary of State Special Services Fund and $99 to Road Fund) does not apply to trailers with gross weight of 3,000 pounds or less.
