• Prohibits the Department of Healthcare and Family Services from entering into contracts with managed care organizations that include any incentive for denying authorization of requested services.

• Defines incentives broadly to include any kind of incentive, whether financial or material in nature.

• Voids and renders unenforceable any managed care organization contract provision, policy, or procedure that limits, restricts, or waives rights established under Article 5F of the Illinois Public Aid Code.

• Applies to all contracts regardless of pre-existing agreements, laws, or rules to the contrary.

• Takes effect immediately upon becoming law.
