Amends Section 18-15 of the Property Tax Code to allow taxing districts to submit tax levy certifications to county clerks electronically, including any supplemental or supporting documentation.

Maintains the existing deadline of the last Tuesday in December for general taxing districts to file annual levy certifications, and the first Tuesday in November for school districts under Financial Oversight Panel authority.

Preserves the requirement that Financial Oversight Panels must adopt and certify tax levies by the last Tuesday in December if a school district fails to file by the first Tuesday in November.
