Changes terminology in the Animal Control Act from "spayed or neutered" to "sterilized" throughout Sections 2.11c, 3.5, and 9

Redefines "intact animal" as an animal that has not been sterilized (previously specified spayed or neutered)

Allows county animal population control funds to be used for sterilization of adopted dogs and cats, low-income residents' pets, and feral cats in county-recognized programs

Requires dogs found running at large a second or subsequent time to be sterilized within 30 days after reclaim unless already sterilized, with failure to comply resulting in impoundment

Does not apply to counties with 3,000,000 or more inhabitants
