Creates a "Folds of Honor Foundation Fund" in the State Finance Act to receive and distribute fees from special license plates.

Authorizes the Department of Veterans' Affairs to issue Fold of Honor special license plate decals, with an original issuance fee of $25 ($10 to the Folds of Honor Foundation Fund, $15 to the Secretary of State Special License Plate Fund) and renewal fee of $25 ($23 to the Folds of Honor Foundation Fund, $2 to the Secretary of State Special License Plate Fund).

Directs all money in the Folds of Honor Foundation Fund to be paid as grants to the Folds of Honor Foundation to provide educational scholarships to military families.

Adds Folds of Honor decals as a twelfth authorized organization under the Universal special license plate program in the Illinois Vehicle Code.
