Amends the Illinois Drainage Code (70 ILCS 605/4-5) to revise voting procedures for drainage district commissioner elections in districts organized under the Farm Drainage Act.

Establishes that adult landowners are entitled to one vote per acre or portion of an acre within each parcel owned, with only one representative per multi-owner parcel permitted to cast a ballot.

Requires ballots to identify the specific parcel, acreage, owner names, candidates, and district information, with voters certifying ownership or authorization from a majority of co-owners.

Changes polling hours from 2:00 P.M.–4:00 P.M. to 4:00 P.M.–6:00 P.M. (with a maximum extension to 7:00 P.M.), and exempts election judges from determining land ownership by allowing them to rely on voter representations.

Establishes that willful misrepresentation of voting eligibility constitutes a Class A Misdemeanor, and requires election judges to canvass ballots and return results to the circuit court clerk within 48 hours.
