Establishes the Industrial Biotechnology Public-Private Partnership, a 12-member board including representatives from state agencies, research facilities, agricultural groups, and industry to promote Illinois as a leading destination for industrial biotechnology research and commercialization

Creates the Industrial Biotechnology Workforce Development Grant Program to fund apprenticeships, talent pipeline programs, digital badging/credential programs, and high school/community college career pathways in industrial biotechnology

Establishes the Industrial Biotechnology Human Capital Fund to provide grants for hiring "experts in residence" with specialized knowledge in fermentation engineering, process engineering, catalytic engineering, analytical chemistry, or scale-up operations at eligible research institutions

Creates the Industrial Biotechnology Capital Maintenance Fund to provide grants for maintenance and repair of capital assets (equipment or buildings valued over $250,000) at eligible research laboratories, requiring a 50% match from grant recipients

Requires a 3:1 private-to-public funding match for Partnership disbursements and mandates annual reporting to the General Assembly; the Partnership dissolves December 31, 2025, and the Act repeals January 1, 2027
