SB1720 Summary: Second FY 2023 Budget Implementation Act

• Creates Warehouse Safety Standards Task Force to study and make recommendations on warehouse safety standards, with representatives from legislature, retail, manufacturing, labor unions, and worker advocacy organizations, with final report due January 1, 2025.

• Establishes Hate Crimes and Bias Incident Prevention and Response Fund administered by Department of Human Rights to support eradication of hate crimes and bias incidents through grants and administrative expenditures.

• Creates Due Process for Youth and Families Fund to receive federal Title IV-E reimbursements for legal representation of children and families in foster care proceedings, with funds supporting independent legal representation services.

• Provides $5,000,000 in Local Chambers of Commerce Recovery Grants to not-for-profit chambers with annual revenue under $1,000,000 that experienced economic impacts from the public health emergency.

• Increases Budget Stabilization Fund target from 5% to 7.5% of annual general funds revenues and implements various salary increases for state executive officials, directors, and General Assembly members effective January 2023.
