Illinois Department of Public Aid shall reimburse ambulance service providers at rates consistent with Medicare payment principles, including statutes, regulations, policies, and guidelines used under Title XVIII of the Social Security Act.

Ground ambulance service providers must reimburse based on actual distance traveled when natural disasters, weather, road repairs, or traffic congestion necessitate an alternate route from the most direct route.

Non-emergency medi-car and service car transportation providers must certify that drivers and employee attendants completed a Department-approved safety program prior to transporting patients, with recertification required every 3 years.

Ground ambulance service providers may appeal Department decisions denying non-emergency transportation approval or approving at a lower service level, with 60 days to file an appeal after receiving the decision.

Effective July 1, 2018, base reimbursement rates for ground ambulance service providers must increase to at least 112% of the rates in effect as of June 30, 2018.
