Creates the Illinois Amateur Sports Commission to research and make recommendations to the Governor and General Assembly on promoting and developing amateur sports programs and events throughout the State.

Commission recommendations shall focus on physical fitness promotion, local and statewide business opportunities, youth participation workshops, funding connections, Olympic Training Center development, national/international competition participation, and inclusion of persons with disabilities.

Commission membership includes 4 Governor-appointed members with amateur sports experience, 2 Olympian members, 4 legislative members (one from each caucus of each chamber), representatives from high school and collegiate athletic associations, and 11 members representing specific youth sports categories (baseball, basketball, cheerleading, cross country, football, golf, hockey, soccer, softball, swimming, and volleyball).

Members serve 2-year terms with no compensation but may receive expense reimbursement; Commission must meet initially within 30 days and at least quarterly thereafter; Department of Commerce and Economic Opportunity provides administrative support.

Commission shall submit findings and recommendations to the Governor and General Assembly by December 31, 2023, and annually thereafter; Act takes effect immediately upon becoming law.
