The Department of Transportation shall not provide financial assistance for hangars or airport buildings unless they are for public use and public benefit.

Municipalities and political subdivisions with commercial service airports serving at least 10,000 annual enplanements may directly accept and disburse federal funds under the Airport and Airway Improvement Act of 1982, rather than designating the Department as their agent.

Any municipality or political subdivision may submit project applications under the Airport and Airway Improvement Act of 1982 for airports serving at least 10,000 annual enplanements.

Federal money awarded to Illinois airports under the Airport and Airway Improvement Act of 1982 that include Department-approved project applications shall include a state match to the local share of the application for all eligible costs.
