Creates new special registration plates designated as "Defense Superior Service license plates" for Illinois residents awarded the Defense Superior Service Medal by any branch of the U.S. Armed Forces.

Plates may be issued to passenger vehicles of the first division, motorcycles, and motor vehicles of the second division weighing not more than 8,000 pounds.

Secretary of State may allow plates to be issued as vanity or personalized plates in accordance with existing regulations and shall create a motorcycle-appropriate version.

No registration fees shall be charged for the issuance or renewal of Defense Superior Service plates, including all fees under Section 3-806.

Design and color of the plates are wholly within the discretion of the Secretary of State.
