Amends the Grant Accountability and Transparency Act by adding a new Section 31 requiring annual budget implementation reports starting January 1, 2022, and each January 1 thereafter

Governor's Office of Management and Budget must compile reports detailing all grant agreements entered into by state awarding agencies during the previous calendar year

Reports must include the total cost of each project, detailed line items per guidelines issued by the Governor's Office of Management and Budget, and a specified purpose for each project

Reports must be submitted to the General Assembly and posted on the Governor's Office of Management and Budget website for public access

Takes effect immediately upon becoming law
