Amends the Election Code to schedule Chicago Board of Education elections beginning with the 2024 general election, with members serving in nonpartisan elections on a separate ballot

Transitions the Chicago Board of Education from a fully mayoral-appointed 7-member board to a 21-member hybrid board starting January 15, 2025, with 10 members appointed by the Mayor and 10 elected from districts, plus one at-large president elected beginning in 2026

Removes requirements for City Council consent on mayoral appointments to the Chicago Board of Education and eliminates board consent requirements for filling vacancies

Requires the Chicago Board of Education to commission an independent financial review of the district's finances and relationship with the City of Chicago, with the report due by October 31, 2022 and State Board of Education recommendations to the legislature by July 1, 2023

Establishes electoral district requirements, mandating the General Assembly draw 10 compact, contiguous districts of equal population by July 1, 2023, expanding to 20 districts for 2026 elections, with redistricting after each decennial census
