Secretary of State shall issue distinctive registration plates for all-terrain vehicles and recreational off-highway vehicles, with dimensions of 4 by 7 inches.

Registration plates for all-terrain vehicles and recreational off-highway vehicles shall be attached to the rear of the vehicle.

Registration fee for all-terrain vehicles and recreational off-highway vehicles is $26 annually, with $10 distributed to the county, $10 to the municipality where registrant resides, $5 to General Revenue Fund, and $1 to State Police Operations Assistance Fund.

All-terrain vehicles and recreational off-highway vehicles may be operated on rural roads in addition to streets with posted speed limits of 35 miles per hour or less.

Home rule units of local government may not regulate the operation of all-terrain vehicles and recreational off-highway vehicles in a manner inconsistent with state regulation.
