Ratifies and approves the Nurse Licensure Compact, which allows nurses to practice in multiple states under a single multistate license issued by their home state.

Establishes the Interstate Commission of Nurse Licensure Compact Administrators to oversee implementation, coordinate licensure information systems, and promulgate uniform rules for the compact.

Requires applicants for multistate licenses to meet specific qualifications including passing NCLEX-RN or NCLEX-PN exams, criminal background checks, and English proficiency for foreign-educated nurses.

Permits all party states to take adverse action against a nurse's multistate licensure privilege, while only the home state can take action against the license itself.

Clarifies that the compact does not supersede existing state labor laws.
